Possession and distribution of the plant itself may be legal, but is it legal to sell drug paraphernalia there yet? There might not be a breakdown between marijuana pipes and crack pipes, so given that, they still have to use that legalese bullshit of, "Only for tobacco use."

No distribution nor possession with intent to distribute are still illegal. If you have more than an oz it is intent, if you have less than an oz and a wad of cash they will take you in on suspicion.
