There is a difference. Driving low in the snow isn't any more dangerous than driving in the snow period. If anything it just keeps you off the road because you can't clear as much snow as a stock car.

Driving a car that is wearing through frame rails and can only be driven at 30 mph on the highway is a danger to not only himself, but others as well. I genuinely wouldn't be surprised if his frame was legit warped from this escapade. Anyone with common sense would have raised the car at this point, this isn't even "cool" anymore, its flat out stupid and dangerous, and to be bragging about it is even more stupid.
