I would still go after the city. You have pictures of the damage, go back to the site and take pictures of all the signs and warnings, and take measurements. In 99% of cases contractors don't post signs at adequate distances to the site or object they're warning about. There are set rules and guidelines (in Ontario Canada this is called Book 7) and if every rule isn't followed, the contractor is at fault and responsible for any and all damage cause by their negligence or inadequate warning.

Here is the thing most people don't get... If you go bitching to the city about how they ruined your car, you will get the runaround. If you go to the proper people, with actual photographic evidence, and reasoning as to why the contractor is at fault, they will gladly work with you and cut you a check and go after them later. It's all in the way you go about it.

File a claim with the city just so there is a record that you did so immediately. Next I would go and see what I could get done myself while they dick around with your claim. It looks like it was in an area of road construction? Find out who the contractor is, find out who the consultant is, and go to the construction inspector or project manager for that project. You can call the company to find out who is responsible for that project. If you go straight to the consultant on the project, THEY will immediately notify the contractor, as well as the city, and they will try to come up with a solution to get you to piss off. The contractor will argue that it's not his fault, the consultant will argue that the contractor had inadequate signs up, and it'll be up to the city to say who pays what. This is the most effective method, going after regulations and distances of the signs required on a road project. If the consultant believes you have no proof he will tell you to leave quickly, so go once, go fully prepared. Good luck.
