Shit I've never heard of such a thing, do they have them in QLD? Where I live they've just started installing those red-light ones that catch you if you speed up to beat the orange light. Heard stories of people getting really paranoid about them, slamming on the brakes and getting rear ended by the unsuspecting bloke behind.

yeah what they do is the park an unmarked van on the side of the road and have a small camera standing on the tripod with wires going into the van. inside they have the numberplate recognition software run through the video feed and pick out number plates which are then verified against vic roads, police and sheriff's records to see if there is something they could bust you for. the system automatically flashes up any number plates onto the screen if there is something outstanding against the rego or the driver's license. and then this info is relayed to the cop cars trolling that stretch of road to intercept that car.
