Considering that we could not get a hotel room on our first night because nobody understood English, I'd say there is a bit of a language barrier

But some people do understand a bit of english.

I would recommend downloading like a PDF of commonly used phrases if you go, as usually if you try Japanese people are usually very helpful and very polite.
