I wish more states would follow FL and get rid of inspections. I know here in IL every year you only have to go to a station where they plug into your OBDII to check for engine codes (exempt if your car is 20+ yrs old). I hear some states actually walk around your car and look at shit. Bullshit either way.

I think inspections should be done to insure modifications are done safely /correctly.

To do it legally you have to swap engine into your car from newer car and then make sure that it will pass same emission test as the car that engine been pulled out of.
The way most people do it in cali with swaps or bost is to get "hot" smog from someone you know.
In CA its only smog inspection.
For example: If you swap S54 from 2003 E46 into E36, now your car will be going through smog as 2003 E46 M3.

You can get it anywhere where people want to make some money on the side and dont afraid of law.
its between $250 and $350 to get it smoged. However, if cop pulls you over and checks under your hood he will most likely to send you to state ref and then you're kind of fucked. My friend got send to ref few months back and had to pay $600.

Building the batteries themselves is terrible for the environment apparently. Also I'm not sure where current electric cars are made, but before they had to ship them to the US as well.
