From what I heard, there was a German law saying your tires couldnt stick past the fenders of your car but your wheels could, so if you wanted to run wide wheels you had to run stretched tires that fit inside your fenders. This is just something I read on a BS site once though. Could be true, could not be.
same tire rule applys in japan.
boso biker gang started in the 50s then it was seen in cars which huge fender flairs and wide wheels (along with many other over exaggerated mods) with stretched rubber as well. i believe it started in japan first because of the era of cars usually seen in boso style is somewhere in the 70s
