You can build a fixie out of any frame, however there are a few things that make it easier.
1. Horitontal drop outs.
This makes taking slack out of your chain a lot easier.
2. A front front crank/bottom bracket that is not too far out from the frame. This way your chain line is straight.
Other then that, anything can be done for some time and money.

well.. what i would do is buy a set of fixed wheels.. and just throw them on the bike and if worse comes to work you can just scoop up a real fixed frame for cheap. but you shouldnt have a problem building on your current setup.. just like stated you may have a bit of trouble setting your chain tension.. but you can make it work..Masters.

id measure your inseam.. but unless your oddly proportioned the 53 would be much better. I'm like 5' 9"ish and ride a 53 very comfortably.
If you want a cheap nice wheel set check out ebay. My buddy got a set of these and I was pretty surprised how nice they actually were.
Sealed bearings and for under $150 you cant go wrong... And if you want to really go crazy take them to your LBS and have them just tension the spokes and true the wheels again so the spoke tension is perfect and the wheels will be pretty damn awesomeMasters.
