The quick and easy way to quickly rust bare sheetmetal is Muratic Acid, dilute it with water. Draw back is you will have to top coat it in order to stop the acid from eating away your sheetmetal.

A safe an easy way ,using household chemicals that wont burn your skin or lungs is mixing 4 parts white vinegar, 1 part hydrogen peroxide
(3%) and 1/2 part of salt. I find it to works well and I like the fact that it is safer than most of the chemical patinas. It will take about two days for it to completely rust your car with an even coat of rust. Use a spray bottle to evenly apply it to the bare steel

Don't rust it. Rusty was done because the car was already totaled, he didn't take a perfectly good car and then rust it. Repaint it if the paint is in rough shape.
