My recommendation, if you don't mind my saying so, is not to wing it. You don't have to have all your decisions made ahead of time, and you can change your mind mid-build, but I think you're a lot more likely to have success with your build if you have a solid idea of where you're going. Otherwise, you're throwing parts at the car and hoping for a cohesive vision as a result.
For me, I've long kept an inspiration folder with pictures of builds I like. It's really helped keep my builds from wandering off into the weeds.

Sam's suggestion with the inspiration folder is a good one.
If your budget is tight, take your time and do your research. Make sure the parts you spend your hard-earned money on are parts that you actually want and will last.
