    Overflow tanks aren't pressurized. Expansion tanks, however do hold pressure, and would be set up differently. An overflow tank is just for catching excess coolant that is purged when the radiator cap sees a pressure high enough to let it open. It opens, relieves some coolant, and closes back up. That coolant is just leaked into the bottle. Then when the car cools back down and the cooling system pressure drops, it pulls a vacuum and sucks the coolant from the overflow back into the radiator. The hose goes through the cap and down to the bottom, where it is always submerged by at least a little bit of coolant to maintain the correct amount in the system whenever it needs some. The cap is actually vented so that pressure can be relieved when it fills and it won't pull a vacuum in the bottle when the system draws coolant back out of it.
