Why wet sand and then use filler? and why use fiber-filler instead of normal bog?

it was the initial sand, i didn't paint strip cause I was being lazy...

i bought some fibre filler cause I was going to do some work on a bumper as well. never used it before.. we'll see how it sands up anyways.
