Can't realy answer your question exactly Luke since there isn't enough information there but here are a couple of possible scenarios
1) The wheel hub on the other side has a recess for the wheel nuts and the wheel studs and you can use those wire hub towers, assuming the hub/tower adapter is 5-6mm then yeah your offset will effectively be -10 or -11
2) There is no recess for the wheel nuts in the hub of the wheels, this scenario is you are pretty screwed and would need a wire tower adapter that is 15mm thick or so to clearance the wheel nuts and will push the offset out more.
3) The wire tower adapters don't match the wheels
There is realy too many variables for me to suggest. maybe research that brand of wire wheels and make sure the hub bore and the everything matches up and double check to make sure they have too to recess the wheel nuts and studs
