whats the difference between rebuild / start from scratch? Do you mean software or hardware?

debating whether to do a fresh install on my mac.

hardware rebuild-keep some components like the box, psu, dvd drive
possibly new board, cpu, ram, hdd, video card
or just build a whole new one
