I can only speak for Germany, as I've got no clue about the other countries... but here it's a mandatory school subject. MOST people have at least a pretty basic understanding of it by the time they leave school, the ones that are fluent are a bit less but it's relatively common in the 15 - 30 age group, I'd say.
