was he crazy or was he a cop?

Although I am not 100% certain, I would say that he is a Marshal, he was pretty much 1 step ahead for the entire film, he knew way too much to just be insane. From the beginning of the film you can see them trying to screw him, starting with his very first cigarette, being drugged. And unless this is Inception he didn't just start on that boat, he was on the main land before that.
