Judging by the pics the foundation is concrete.

It's a small house and the roof and windows have recently been replaced so heating shouldn't be too bad. Depends on how the hot water heater is set-up. It could be a boiler but more than likely the furnace is used to heat the house and the hot water heater is natural gas.

I'll find out more if I go and look at it next week.
