Debating with a friend the new rules and how far rule boundaries can be pushed.

to me it seems, driver skill and tuning is important

Yeah but in Pro class money is usually no object and the cars are driven by a hired professional race driver

So a lot of it is in the build of the car.

Last years Project NEMO was a complete over the top build, hence why it has won.
This year they tightened the rules to stop that from happening, thats why it is interesting what Teams will do to get that competitive edge
