Someone explain to me how an inch of wheel width change equates to a 13 mm change in offset. 1 inch = 25.4 mm so shouldn't an inch in width change the offset by that much?

Because it's divided by the front and the rear of the wheel. In a sense, you're moving the "center" of the wheel. 25.4 / 2 = about 13mm.

So do I, that is why I don't understand it. I have also never owned a set of 3 piece wheels.
