I do, but it's really pitted and deep corrosion.

Wire wheel, sandpaper and paint over it. See if this works.

And this. Use a lower grit such as 80 or 150. Then work up to 220. Then spray. You can go to a higher grit like 500 but 220 should have a good enough bond with the paint so the tire can stay settled and go anywhere.
