You need to loosen up the two pinch bolts, then tighten the top cap up and tighten the two pinch bolts back up. Depending what headset you have...

Personally I don't think hipsters are that bad. but I haven't met any in cali or new york city were the soho hipsters are. I hear they are the worst. They are pretty cool around here in boone where I live. haha
