It's pretty rough.

Are the wheels Also copper plated. Most good quality chromed wheels will be nickel and copper plated along with the thin layer of chromium over it to make it durable. If so then it is super fucking expensive to strip.

Not that good compared to stripped to bare aluminium.. its real hard to get that paint to stick...

If I had bare aluminum. I'd just polish the fuckers.

If you can find some real good primer like how an etching primer works,you should have no problem with painting them...after scuffing them up of course.
