I never done it myself but I dont see a reason why it wont come off. Obviously depending on what grain you use for blasting.

I'd take it to a pro. I've heard it works, I'd be bringing the wheels back to a "polish" anyway, just trying to see what my best options are.

Not that good compared to stripped to bare aluminium.. its real hard to get that paint to stick...

If you can find some real good primer like how an etching primer works,you should have no problem with painting them...after scuffing them up of course.
