I haven't legit drank in almost 4 weeks. I've drank more than I usually would to get "drunk" and I'm just barely buzzed... How does that even work. Same thing happened last year. I guess that means not drinking increases tolerance?

Yes and no due to the fact that your liver has had time to build back up and is now better at filtering alcohol, also majority of people eat foods that are rich in complex carbs and are better suited at soaking up alcohol.
