Anyway, for those electrical issues I'd look at the fuses first, then the switch gear. Switches arent hard or expensive to replace and are generally the 2nd most common culprit of e24 issues, behind fuses. The cracked dash is really something you'll have to live with, unless you want to spend a couple hundred dollars on a new one. I'd just run a dash mat or cover from BavAuto. Rust should be taken care of immediately, I'd make sure there isn't any around the shock towers. The lights arent hard to find on bimmerforums, ebay, or bigcoupe.com. The a/c will probably need replacing, as it wasn't that great when it was new. I'm redoing mine this spring with a new compressor/evaporator/parallel flow condesnor and R134. If the heat doesn't work well it's probably a bad heater core, which you can find used for not a whole lot of money.
Honestly, it sounds like you'll have to put a good bit of money into it just to get it in good working order, then more to get it looking good. I'd pass, save some money up, and buy a good clean example. I went with a cheap one and it's been a pain in the ass. A beautiful, fun to drive pain in the ass.
