Import Tax from buying used wheels

Just received a message from a previous buyer, and he was billed almost the price of the wheels set.

the wheels came from Philippines to California,
How much is the usual tax imposed by state for such items?
I paid around 550$ to shipped via UPS and now my buyer is being billed for a total of 1600$.

Phillipines has some crazy tax rules, can't help you any more. I sold a set to a guy there and he made me put a value of a couple hundred instead of the real price for that reason.

thats what happens when u add the value of the item shipped. The insurance amount is a dead give away.
