you can go to the pd and file a report at the desk or online depending on the city. Okay, I am waiting on a quote for the damage and should receive it by end of day today.
Once I have that, I will report it online(?) potentially with the police department. As for if he doesn't feel like paying, I have to get my insurance involved to discuss with his insurance. I do have a witness so will be able to provide my insurance company with his information.

Just did some googling, found this
"If there are not any injuries and all parties have a driver license exchange information. This involves exchanging driver license information, registration, insurance information, and driver’s telephone number. No report will be completed by the LAPD for this type of collision."

Nice. Had those on the Ducati. Should've taken them off when I sold it, oh well. I'm using the Blindsights now.
