well you could always just unbolt the fuel rail with injectors attached and crank the car to see which ones spray fuel.

Otherwise continue with finding the spark problem and then test. to see if it fires once it has spark, coz that will mean it also has fuel

It was the same for me in Colorado. The problem so I am told is that they chain their extenders everywhere. But the closer you are to the source the better. They usually are the library or admin.
