    Its different over here in the US, most of the time, unless you opt to, you don't keep plates from cars you've sold/ gotten rid of. You turn them in, they're scrapped, and that plate becomes "available" again. So theres no real "luck" in getting the plate, or having to buy it from an individual/ company. You just pay a few extra bucks, and pick your choices in order of want, and you get the first one on your list thats available.

    those are pretty much the same rules in CT. so annoying.
