On various tracks there are sections, which all the guys on Forzamotorsport.net call "Lowering Spots".
If you go onto the Top Gear test track, there are two red Helicopter pads. Pick any car and accelerate across them. Your car should lower itself.
There is another at Laguna Seca. If you go into the pits, pause the game, choose "Tune Setup" and change anything on your car. Resume the game and you should now be able to drive freely about the pits. Once you turn the corner, you should see a fence on the left. Drive into or reverse parallel to the fence and your car should magically lower.
