As a lawyer, I could give you a long thesis about your plate and the constitution, but, instead, I will approach this like you are my client's punk ass kid. No one gives a shit about your right to free speech. Your license plate says "cunt" on it. That's offensive to 99% of the population. You should expect that cops will pull you over because of it, expect that they will write you tickets (if not for the improper plate, for something else) and you should expect that judges will uphold these tickets if you try to fight them.

Whether your constitutional right to free speech has been violated falls within the jurisdiction of the federal court system. Unless you plan on spending tens of thousands of dollars to prosecute a federal court case against whatever city or state issued you a ticket because of the plate, you have no recourse. If you do initiate a case, expect that you will get no courtesy or consideration from judge, jury and opposing counsel, because, frankly, no one cares about your constitutional right to have "cunt" on your license plate.

If having "cunt" on your plate is that important, tell your dad I'll take a $10,000 retainer to get the ball rolling.

But on the real, CUNT is clearly the expression of an opinion or idea that you should 100% have the right to display on your car for the world to see. If you were doing it for attention that would be really gay, but we all know that's not why you did it.
