fender pulling question

i heard that if the fender lip (the extra metal ) is shaved then the fender cannot be pulled,
is it true?

my car is a LS400, thanks

It'll usually cause the panel to buckle and get wavy, you can pull it, but you're gonna have to fix it after at a body shop.
