Are you sure they arent welded underneath the seal? Seems odd that a wheel would stay together for that ling without the seal coming apart from being picked up and moved around.

Either way, the weld can be cut without issue

Pretty darn sure. As for your comment about them being picked up and moved around causing a split wouldn't pertain to these. They are brand new, never seen a tire so its very possible for the seal to hold up.
