it says they are true 17" faces, but if they're step lipped than they should be 18" total.. so are the faces 16" then?

The description says nothing about stepped lips. They are big lips, not stepped. They are 17 inch faces (proven through measurement). I can assure you they are 17s given my tire sizes. Look up a picture of 16s stepped to 17s, they don't look similar.
