can these be re-lipped to be made wider? Does anyone make replacement lips for these?

Yeah, they are 3-piece wheels. There are a number of companies that can make lips for them, rotiform and tunershop among others.

As long as they're HRE and not Hayashi Racing, HRE may have some as well. They're not compatible with lips made to fit BBS RS'
