I have a 2000 prelude base bagged with airlift performance kit my question is how or what do I need to do to the front end to get it to lay out

There's a one well-known way you can attempt to lay out. This will get you damn close at the very least.
Cut the strut towers (the little bump was) where the ball joint part of the upper control arm was hitting. On my 95 Odyssey, I was running 15x10's with 215/50 tires, and it aired out on the exhaust headers at about 80 psi. This was done with modified Air Lift Performance Series struts for a MK4 Jetta (Freebies). Shouldn't be too far off from what you have.

If that doesn't work, you'll want shortened steering knuckles. This involves some custom work, but is risky depending on who you ask. The steering knuckles are cast and to put it short and sweet: not necessarily the best to cut and re-weld.

Unfortunately, that's there's no good way to go about it other than those two steps. Great suspension design for handling characteristics, not so great for going low. On the plus side, you get tons of natural camber. I was running -6 without touching anything (see avatar).
