i've got bagyards on my c5 S6 with custom lengths. bagging a C5 isn't as tough as people like to think. there are some mods to the top hat that attaches the strut to the upper mount that you need to do to get it lower in the front and a few other things that can be done but notching or cutting isn't necessary.
"bag overs" or whatever isn't at all what i'd do for a c5 audi. that sounds like you'd wind up with a strut that's way too tall.
if you can wait till march air lift is supposed to be coming out with some audi specific kits that will rival bag yard in quality, price, lowness...etc. and the C5 platform is one of them.
*edit the control arms do in fact lay against the fender well when aired out, hell mine used to smash the inner fender when i just had coilovers, now they have sort of clearenced themselves a little but yes they do rest in the upper fender well. cutting a hole for the control arms will make extra room but i don't think it's necessary.
