I've seen lots of different wheel setups on MkIVs, but usually when you start getting above 8.5" up front your margin of error starts dropping. The pic you posted shows a little bit of poke going on up front, so you can probably run a decent sized spacer up front to space the wheel out of the fender. ET38 is a bit high for the fronts, and if you ran it like it is now, you most likely would be hitting the strut up front.
When I tried to fit 9" up front on my Mk1 TT (same front as a MkIV minus the swaybar mount point, same rear as a MkIV R32), I know that I was looking at very little clearance, read this as it would rub, with an et22 up front. I'm not so sure what offset would work on a 9.5" but just remember that you want to make sure you can clear the brake caliper.
The rears, well, you have lots more room to work with and can even fit an 11" back there as already mentioned. Best thing to do would be to search around here or on the vortex to see if anyone is running 9.5" up front and in the rear. There actually is a thread solely for super wide wheels on MkIVs so search for that and an offset should pop up. Good luck!

yeah i found a guy on vortex running the wheels. apparently he doesn't like asking questions about them...
Another guy running these said he had to run 15mm spacers in the front to clear the coils. Right now i run 10mm spacers to clear the coils so I can understand.
8.5" to 9" up front is no problem. 9.5"s up front get tricky bc the offset needs to be somewhere between et24 and et27 depending on what coilovers you're on, but they poke a good amount regardless and a 215/40 is the ideal tire size for that setup. Easy rule of thumb to base all your calculations on for a MK4 on coilovers is that an 8.5 et25 on 225/40s is pretty even with the fender with a touch of poke, so you can adjust accordingly.
For the rears, 10 et25-et30 on 225/40s is around what most people run to have decent poke but without being too ridiculous, so again, you can base your calculations on those numbers. 11s are tricky bc of inner clearance but can be done.
All of these figures are for 18" wheels, so on 17s the tire sizes will be a little different in terms of aspect ratio and stuff.
lower the offset + wider the wheels = moar poke
but if you really want to go low, your going to have too stretch your tires so that the fender can fit somewhat over the tire but still having the rim and somewhat of the tire pokeing.
