Well actually not building them from scratch, they do already exist but I'm in the middle of converting 1 piece wheel to a 3 piece wheel. I have already cut the faces out of a 16" wheel so now I'm looking for lips and barrels. My question is.. I want them to remain 16", how do I look for lips and barrels? Can I just buy them as advertised as 16" or 16" is the outcome which means the 16" lips/barrels gets mounted on a smaller face? How does this work?Again, I want them to remain 16". Thanks.

It depends on the overall diameter of the face and mounting surface you have.
A 16" wheel can be build with a face of a 14, 15 or 16" rim..,
depending by the space you have.
The largest face i've encounterd in a 16" wheel (Autostradas) was about 13.9" od.
The od of the face also affects the style of lip and barrels to use..,
flat, step/slant (same style, different design) or step up lips.
Flat lips usually have the deep center (the thing that enables you to mount tires)
in the barrel (behind the face) as the face has a pretty large od.
Step or slant lips create the deep center using the design of the lip and barrel,
as the face is usually the part of the rim with the smallest diameter.
The difference between them is the amount of lip and barrel that reaches from
the mounting flange to where the tire sits.
Like on a 17" bbs rim that uses a 16" face, or more common nowadays a
conversion from 16" to 18".
With the rim you have in mind, you will most likly have to use the flat lip type,
as the face, from what i can tell by the pics, is pretty large...
