Stretching tire on just the "outside" of the rim

Anybody know how to do what this guy did? Seems like a good idea so that the inner lips have tire protection and it gives the outer lips a super stretch look. How would one go about doing this?

Correction, that's no stretch on the outer lips. The tire isn't seated at all, and it's a horrible idea.

How was it done? Don't know for sure, but I'm guessing something like a 19" lip on an 18" barrel.
