SSR makes their 3 piece wheel weird. Its constructed as a 3 piece but the out and inner barrel are welded. My question is if I were to split the wheel would i need to re-weld it? or can I just seal it up like a regular 3 piece and bolt it up.

Some are welded because there are few(sometimes less than 20) bolts holding the halves together. Also, the bolts may be M6.
So, how many bolts does your wheel have? What size are the bolts? How do you intend to split the weld? Are the same halves going back together? -
