Test fitting wheels w/o tires (well kinda)

so I dont have any lumber around but I would like to test fit some wheels w/o tires today. So could I lower the wheel on to a junk tire? will it hold the weight of the car?

I ran into a Lowes/Home Depot and they had some free scrap wood in a trash can by their saw in the back. Might want to give that a shot instead of a tire.
