I have 199 Honda accord, I need help with my fitment. Don't know if I should go with 16 or 17 inch wheels. I already have coilovers, My car is sitting 3 or 4 inches off the ground. I also live in Colorado were it's kinda bumpy. Please help

I'd run 16" just because 17s will look too big.
Either way your car isn't going to get higher or lower to the ground if you are running the right sized tires. If you use 16" wheels you will run a taller sidewall to keep the overall diameter the same as if you ran a 17" wheel with a smaller sidewall.
For example and I'm just throwing out numbers here if you ran a 215/50r16 on your 16s than with 17's you would run a 215/45r17 tire keeping the overall diameter almost the same. No idea if this is proper sized tires for that car just giving an example of what would be for an bmw e36.
