Absolutely not. I live in Livonia. In a year and a half my wife and I have bent 6 wheels with larger tires than that. The roads are exceptionally bad this year. Stuff like in your picture is all too common... I've seen sections the width of a lane completely missing. One crater near my work was so deep you could actually get stuck in it. Even in the middle of summer, when the roads are at their best, I wouldn't run that size around here. Our cars are staying on 16" winter tires and stock suspension until things improve.
I'm from Pontiac and commute to Rochester Hills for work everyday, and I too am considering holding off on summer wheels / tires / suspension this year. The state of disrepair which our roads are in is unbelievable, and it looks like they might just patch over the holes in the road this spring, which hardly helps.
