    New owner of a 99' 328is, would like to know if I can put a set off redrilled XXR 530 17x9.75 +25 offset at all corners on stock suspension without much modification?

    Depending on tire.
    I have no idea what you think is "much modification" But you should be able to run a 205/40 with a mild roll in the rear. And a 255/40 with a really good rear fender job. (Non-pulled)

      Much modification meant cutting the fenders. I should've clarified that. What about the front, should they be rolled also? Would there be too much offset in the front.?

        Should not be needed to roll them. Since you'll be on stock suspension. Perhaps you need to remove the fender liner, but that depends on what tires you are going with.

        Just to clarify what you just said "Would there be too much offset in the front" -Higher / More offset will put the wheels closer to the center of the car, meaning they would be further away from the fenders.

        The rear you'll maybe need to remove the old sealer with a wire brush, then coat them with some metal primer/sealer, hammer/roll them flat and reseal them with body sealant If done with a lot of care and easy going, you could avoid repainting the outside of the fenders.
