How to fix my leaky valve stem

There is not enough silicone on my valve stem and air is leaking through. Is there any way I can fix it without dismounting my tire?

it wouldnt be that much to have the valve stem changed, wall mart would prolly do it for like 10 bucks

I understand that message boards serve people for all kind of questions, but this particular one is easier done than said.

I would up just paying to de-bead the tire and re-silicone it.
