Tires for 17x12.5"?

I'm looking for a 17" tire that would stretch out on a 12.5" rim.

I have tried 245/35 falken 452 on 12". They didn't pop out
I can't find any wider tires with descent profile, I'm driving 205/40 on 9.5 in the front.

Does anybody know any other brand that is a bit wider and not as stiff in the sidewalls than falken 452?

But I'm not sure the rim really is 13"? Doesn't look like that.

Federals run wide and stretch decently. Not sure if they offer something that low profile in a 17 tho.
