Can you change the lip of a welded 2-pc wheel to a wider one to add more width?

Got 19x8's that I want to widen into 9's or 9.5's

Weldcraft will do it I believe, don't know if they'll do the finishing work though

Not without cutting, which would basically be a 3pc conversion.
