3-piece wheel assembly

Guys im at the stage where im bolting my OZ Futuras back together after powdercoating.

Ive had to file the powdercoat away on the inside edges of the barrel and dish to allow the face to come through and sit properly. Do i need to sand both mateing surfaces of the face down to metal or will it all seal properly if all the surfaces still have paint on them?

i dont know for sure, whats the crorrect way.
but i would sand them down, i would **** to do it all over again.

buzz over them with a wire wheel, it'll take 30 seconds

whatever i do it has to be with a file and sandpaper as one of the leading edges is visible and i dont want to damage it. Why is it never simple!!
