Wheel rivets filled and redrilled?

Is it possible to have the rivets on the face of a wheel to be filled and redrilled?

I have wheels that are 40 hole, but I want to convert them to 25 hole.

why would you want that? Just get some custom lips made, (if money aint a issue)

Custom lips could be made to 40 holes if they're "custom."

Aside from the "I don't get it" factor, of doing that, I don't think it's feasible to do that safely.

Sandwich mount the face, and I think you will find they look more to your liking. Same amount of bolts, but looks a lot better, IMO.
